What is quick release buckle?

Quick release buckles are generally lighter-duty than side release buckles, the main purpose of using quick release buckle is to connect and hold two straps while snapping together, there are two parts in one set: male and female buckles, whereas few of them consist of 4 parts to get installed more conveniently.

Why use quick release plastic clips?

Quick release buckles' designation is to get unfastened easily by single hand, while pressing the front center button and then pulling the male buckles out from female buckles, the buckles will be smoothly released.

And what about safety buckles? What is breakaway buckle? 

It depends on the types of buckles, plastic safety buckles might refer to military buckle or lockable buckle, which provide extra locking mechanism to secure fastening while in use.
